25 Year Technology Veteran Jack L. Shaffer, Jr. Joins KRM Associates, Inc. As Chief Operations Officer

Shaffer, Jr. has been hired as Chief Operations Officer and will join its executive management team. In addition to supporting product development, Mr. Shaffer will lead initiatives that further scale KRM’s business while also building out the company’s growing technology team. Mr. Shaffer brings a 25+ year record of practical business applications in both start-up and Fortune 500 companies and has a deep expertise in enterprise software on cloud, mainframe, mid-range, server, desktop, and mobile systems.

As former CIO of Community Health Network of West Virginia (CHNWV), Shaffer led the organization to become the first outside of Indian Health Services and the Tribal Sites to implement the Resource Patient and Management System (RPMS). CHNWV began its implementation of the RPMS EHR – a derivative of the Veterans Administration’s VistA - to its member rural health clinics in 2006. In less than four years, the system was deployed in nearly 50 clinical locations and contained more than 190,000 unique patients – over 10% of West Virginia’s total population - making it one of the largest EHRs deployed in the State of West Virginia at that time.

Also in his role as CIO of CHNWV Shaffer concurrently performed the role of IT project manager for two sections of West Virginia’s Medicaid Transformation Grants administered by The West Virginia Bureau of Medicaid Services (WVBMS). Using vision and leadership skills, Shaffer motivated WVBMS to utilize a portion of the MTG grant funds to develop a technology platform that could engage Medicaid patients and provide them with tools to help them better manage their health – a personal health record (PHR). During this project, he lead the KRM development team that created HealtheMe, an open source PHR for WVBMS based upon the highly successful My HealtheVet PHR / Portal developed by the Veteran’s Administration. HealtheMe was successfully piloted in several community health clinics and over 1,000 patients were enrolled in the system. In addition to the creation of the PHR, a proof of concept was developed to technically demonstrate how a PHR and EHR could exchange data through an HIE.
