EHR Usability Gaps -- ONC and AHRQ Identify Serious Shortcomings of Certified EHRs

The Health Information Technology for Economic and Clinical Health (HITECH) Act provided providers with a significant financial incentive to increase the adoption and use of EHRs. EHR vendors were required to conduct and report on a summative usability evaluation of their system as part of the Stage 2 Meaningful Use program (The ONC 2014 Edition Certification). However, a recent report funded by the Agency for Healthcare Research and Quality (AHRQ), identified several “issues” with the certified EHR vendors in the processes, practices and use of standards and best practices with regard to usability and human factors.

Epic Grabs VA Software Contract

Epic, along with Lockheed Martin subsidiary Systems Made Simple, inked a five-year $624 million contract with Veterans Affairs. Expect an Upcoming Shake-up of Health IT Vendors in the Marketplace

Medical Economics just published their report listing the "The Top 100 EHR Companies in 2013".  It makes for very interesting reading. According to the report, best estimates by the government currently show over 700 companies that now offer 'certified' electronic health record (EHR) systems to healthcare providers. These companies range from publically-traded software companies to start-up enterprises - and everything in between. However, the future viability of these vendors and their EHR systems has become an issue. 'Open source' EHR alternatives may offer a low risk alternative to many of proprietary vendors on the list. FTC, ONC put vendors on notice

The Federal Trade Commission has some news for health IT vendors whose zeal for competitive marketshare outweighs their willingness to share data: they're watching, and will step in where necessary. "We are working with ONC staff to identify potential competition issues relating to health IT platforms and standards, market concentration, conduct by market participants, and the ability of health IT purchasers to make informed buying decisions," wrote FTC officials in a blog post this week.

Halamka's Report on the Joint HIT Standards and Policy Committee Meeting

All the members of the ONC Federal Advisory Committees met in Washington to review delivery system reform and the Interoperability Roadmap. We began the meeting with a thank you to Jodi Daniel, who will be leaving ONC after 10 years of service. Elizabeth Holland presented a data update on the Meaningful Use program. She noted that 2015 attestation will open Jan 4, 2016-Feb 29, 2016. The Meaningful Use Stage 2 final rule has not yet been released (but rumor suggests it may be released later today). Next, Karen DeSalvo presented a Delivery System Reform Update  setting the context for the kinds of interoperability needed in the future as fee for service is replaced by population-based payment.

Halamka: A Time of Great Turmoil in Healthcare IT Policy Making

We are in a time of great turmoil in healthcare IT policy making.   We have the CMS and ONC Notices of Proposed Rulemaking for Meaningful Use Stage 3, both of which need to be radically pared down. We have the Burgess Bill which attempts to fix interoperability with the blunt instrument of legislation. Most importantly we have the 21st Century Cures Act, which few want to publicly criticize. I’m happy to serve as the lightening rod for this discussion, pointing out the assumptions that are unlikely to be helpful and most likely to be hurtful. Read More »
