Dr. Oxley is the Chief Medical Officer for Central Regional Hospital and the hospital Executive Sponsor for the VistA EHR project. Since 2005, he has been a member of the state-wide workgroup charged with evaluating and recommending an EHR system for the facilities operated by the North Carolina Department of Health and Human Services (NCDHHS).
Before joining the State, he was Director of Psychiatric Inpatient Services at Duke University Hospital. While in that role in the early 1990's, he served on the evaluation panel looking at enterprise electronic medical record systems being considered for the Duke Hospital. Dr. Oxley has been involved in the development of computerized practice management and clinical programs since 1980.
