HIMSS19: Open Source Software for Disaster Preparedness and Response
Although not officially listed as a track at the HIMSS19 conference, there are a series of very important presentations on the use of open source software for disaster preparedness and response. This is a critical topic that we have covered extensively in Open Health News. As we detailed in this article, there was a major failure in being able to provide victims of Hurricane Harvey, as well as Hurricane Irma and Hurricane Maria with access to their medical records. Few emergency medical responders could access their records either. The two success stories that came out of the hurricanes were two open source electronic health record (EHR) systems, OpenEMR and the VA's open source VistA EHR.

HIMSS20 - The Open Health Companies That Were Going to Participate
The HIMSS20 conference has been cancelled as a result of concerns due to the global spread of the coronavirus. Although the conference is not taking place, we have decided to publish a variation on our annual HIMSS conference Open Health Guide. Open Health News has published Open Health Guides to HIMSS conferences almost since our founding. They were widely read with thousands of reads each. So they are now a tradition for our publication and there were many great open health companies that were going to have exhibits at the HIMSS20 conference as well as presentations. Dominant health IT vendors spend over a billion dollars a year in PR and marketing for their lock-in solutions. Unable to match that kind of PR power, the annual HIMSS conference has been one of the few opportunities where Open Health companies have had to present their solutions to the world.

HLN Releases New Version of Award Winning Open Source Immunization Forecaster
HLN released a new version (v1.11.1) of the Immunization Calculation Engine (ICE) on March 9, 2018. ICE is a state-of-the-art open-source software system that provides clinical decision support (CDS) for immunizations for use in Immunization Information Systems (IIS), Electronic Health Record (EHR) and Personal Health Record (PHR) Systems. The release includes support for Earliest Date and Overdue Date for immunizations that are forecasted. HLN Releases New Version of Open Source Immunization Forecaster
HLN Consulting has released a new version of the award winning Immunization Calculation Engine (ICE). ICE is a service-oriented, standards-based immunization forecasting software system that evaluates a patient's immunization history and generates the appropriate immunization recommendations. ICE can be used in Immunization Information Systems (IIS), Electronic Health Records (EHR), Health Information Exchanges (HIEs), and Personal Health Record (PHR) Systems. The release includes changes to the rules for several vaccine series, including Polio, Meningococcal ACWY, and Influenza.

HLN's Immunization Calculation Engine (ICE) chosen as a Digital Public Goods Standard
HLN Consulting is thrilled to announce that the Immunization Calculation Engine (ICE) project has been chosen by the Digital Public Goods Alliance (DPGA) as an innovative openly licensed technology and listed in their Digital Public Goods registry. Technologies included in the list are considered to be digital public goods in alignment with the Digital Public Goods Standard. ICE now appears in the Digital Public Goods registry where it is discoverable as a digital public good and reflected on a growing network of catalogs and aggregated lists of digital public goods.

HLN's Report on Patient Centered CDS Learning Network Conference
The Learning Network is an initiative funded by the Agency for Healthcare Research and Quality (AHRQ) whose goal is to encourage collaboration and development of tools and resources to support clinical decision support (CDS) as it relates to individual patients and their caregivers. This work is an offshoot of the Patient-Centered Outcomes Research (PCOR) initiative which focuses on the relationship between healthcare providers in patients in making better, more informed, healthcare decisions. A sister project to the Learning Network is the AHRQ-funded CDS Connect Repository which has begun to house shareable CDS artifacts which represent evidence-based standards of care.

How are Clinical Decision Support Artifacts Tested Today?
In October 2018 the Centers for Disease Control and Prevention (CDC) issued a Request for Information (RFI) for a Natural Test Collaborative (NTC). Through a series of questions, the RFI seeks opinions and information about "The development of a national testbed (notionally called the National Test Collaborative (NTC)) for real-world testing of health information technology (IT)" and "Approaches for creating a sustainable infrastructure" to achieve it. The scope of this RFI is daunting. It might be useful, rather than to try to tackle this whole topic broadly but superficially, to take just one Clinical Decision Support (CDS) domain and show as completely as possible how testing is currently done.

IBM Releases Study Highlighting Success of OSEHRA Open Health Community Innovation
The IBM Center for The Business of Government is a successful advocate for the improvement of the effectiveness of government business that focuses on the future of operation and management. Recently, the center published a scholarly work comprised of case studies in healthcare entitled “Making Open Innovation Ecosystems Work.” It was written by a team of distinguished academics including Donald E. Wynn, Jr., Ph.D., Renee M.E. Pratt, Ph.D., and Randy V. Bradley, Ph.D., and OSEHRA was one of two cases chosen for analysis.
