Audacious Inquiry and The Sequoia Project Announce National Partnership to Support States in Disaster Response Through the Patient Unified Lookup System for Emergencies (PULSE)

Audacious Inquiry (Ai), an industry leader in connected care, and The Sequoia Project, Inc a non-profit dedicated to solving health IT interoperability for the public good, announced a teaming agreement to support the PULSE initiative and to leverage their combined expertise in support of displaced populations needing medical treatment and ongoing care as part of disaster response efforts. Ai first developed the PULSE concept under contract with the Office of the National Coordinator for Health IT (ONC) in April 2014. In March 2016, the California Emergency Management Services Authority (CalEMSA) contracted with Ai to develop and operate PULSE. PULSE was subsequently activated for use during the California wildfires in October 2017, with the support of The Sequoia Project. The non-profit works to advance the breadth of PULSE by leveraging national networks and by convening a national advisory council of experts.

Mission Essential Solutions

Mission Essential Solutions, LLC (MES), founded in 2013, offers technical solutions aimed at providing robust mobile capabilities needed for disaster response and recovery operations. James Murphy, President and Owner of the company, is a former Marine helicopter pilot with extensive experience in disaster relief operations, flying humanitarian missions in Puerto Rico and Sierra Leone, and supporting relief operations on the ground following an earthquake and a super typhoon in the Philippines. Before retiring from the Marines in 2012, Mr. Murphy worked at the White House Military Office where he worked in disaster and emergency planning for the President of the United States and the Executive Branch Departments and Agencies.

Mobile Medical Clinic Arrives To Houston To Help with Disaster Response

Clinica Sierra Vista is sending a fully equipped medical and dental mobile unit to assist SFACHC care for the displaced residents along the Texas coast where catastrophic Hurricane Harvey flooded homes and vehicles and is preventing the sick and vulnerable from accessing necessary primary care. Open Source Governance and the Rise of a New Open Health Movement

It's hard to tell if (or when) new open source foundations will appear and claim a leading role in healthcare. It would be interesting to see one created to scale an existing viable model, such as the one from Oroville Hospital using VistA. Or we could see OSEHRA shifting its focus and expanding its charter beyond just the US government space. Nevertheless, the successful foundation would keep a low barrier to entry for innovators, allowing them to incorporate and scale open source healthcare technologies into commercial products. Time will tell, but what's for certain is that we live in interesting times, and I am looking forward to massive innovation in healthcare in the near future. The time is ripe.

Austin Community Health Center (SFACHC) extends many thanks to Clinica Sierra Vista and its excellent staff for the assistance and kindness our friends to the west bestowed on SFACHC and the residents of Brazoria County in the aftermath of Hurricane Harvey. The generous loan of the Bakersfield, California community health center’s Mobile Unit is making it possible for SFACHC to provide essential primary health care, including tetanus shots, to evacuees staying in shelters established after Hurricane Harvey’s record rainfall flooded homes in Brazoria County and neighboring Galveston County.

Upgrading the PULSE Emergency Response Tool to a Community Edition

Seven years ago the Office of the National Coordinator for Health Information Technology (ONC) began work on the Patient Unified Lookup System for Emergencies (PULSE). PULSE is an effort to create national resilience by improving first responder access to patient electronic health information they need to provide services and ensure public health during disasters, including public health emergencies. Recently, ONC launched a new, code-only technical solution called PULSE-Community Edition (PULSE Community) that builds on the original PULSE code. PULSE Community enables first responders and other response personnel (e.g., epidemiologists, emergency medical services, and health care volunteers) to securely access vital health information they need during emergencies and disasters from connected health care organizations.

Since 1975, the Natural Hazards Center has hosted the Annual Natural Hazards Research and Applications Workshop in Colorado. Today the Workshop brings together over 500 federal, state, and local mitigation and emergency management officials; representatives of nonprofit, private sector, and humanitarian organizations; hazards and disaster researchers; and others dedicated to alleviating the impacts of disasters. Our Theme: This year, the Workshop will be organized around the theme of Convergence, which refers to the process of people joining forces to respond to pressing challenges and enduring problems. These connections often require the crossing of boundaries, whether they be disciplinary, organizational, geographic, cultural, political, or otherwise. This work can be challenging, but it is also where fundamental breakthroughs in science and application are most likely to occur.
