Open Source Powers The United Nations' Sustainability Goals

Although the United Nations (UN) has previously spoken well of open source development, several recent events show the UN taking definitive actions to introduce the entire world to the open source way. In July, the UN’s Economic and Social Council (ECOSOC) adopted a draft resolution introduced by the representative of Pakistan titled Open source technologies for sustainable development. ECOSOC noted the availability of open source technologies that can contribute to the Sustainable Development Goals (SDGs). The council invited the Secretary-General to “develop specific proposals on ways to better leverage open source technologies for sustainable development based on inputs from interested Member States and other stakeholders.”

OpenEMR Consortium Proposes Open Source EHR Solution to U.S. Coast Guard

According to a recent Request for Information from the United States Coast Guard (USCG), the maritime branch of the U.S. Armed Forces is conducting market research of sources capable of providing a computerized, integrated Electronic Health Record solution for replacement of the USCG manual paper health records at 114 ashore sites (clinics and sick bays) and 62 afloat sick bays. The requested scope of the EHR by USCG is broad and includes primary care, urgent care, counseling, occupational health, and dental care.

OSEHRA Community Responds to the Federal Government's Proposed Open Source Policy

The OSEHRA community today submitted a response to the "Draft Open Source Policy for Federal Agencies" released by the White House on March 10. The policy was open for comments through today. This is a major milestone for the OSEHRA community as well as the open source community as a whole. Currently the US Government spends nearly a hundred billion dollars a year on software purchased from the private sector or procured from government contractors. Most of this software acquisition ends up in failure. President Barack Obama has made it a priority to shift technology acquisition policies to solve this problem and restore technology innovation by embracing open source.

Report: DoD Must Choose Open-Source EHR

To fix its health care system the military needs to acquire an open-source electronic health records system, adopt value-based care and give vets and active duty soldiers access to their medical records, according to a report issued Thursday by the Center for a New American Security. The high share of the Pentagon budget — about 10 percent — that goes to healthcare will damage national security unless it can be reduced, concludes the report by Gen. Hugh Shelton, former chairman of the Joint Chiefs of Staff; Stephen Ondra, formerly of the White House Office of Science and Technology Policy, and Peter Levin, the Dept. of Veterans Affairs’ former chief information officer.

The Changing Face of Public Health System Procurement

The development and acquisition of public health systems is poised to change. Historically, public health agencies had the classic choice when it came to acquiring a new data system. Either they developed the system themselves – usually based on a belief that their requirements were “unique” – or they licensed a COTS/GOTS product from the limited choices available in a small market. Typically, agencies that chose to develop solutions were forced to use a waterfall approach as government procurement is not well suited to the flexibility of Agile systems development. Some agencies have been able to leverage open source offerings. While most do not have the wherewithal to support open source products themselves, many have formed strong partnerships with other organizations, both for-profit and nonprofit, to take advantage of these systems.

Three More Hospitals in the United Kingdom Adopt Open Source EPR (EHR)

OpenMaxims, an electronic patient record (EPR) system developed in the United Kingdom (UK) and made available as open source software, is being adopted by three additional hospitals in the UK. The software solution is being implemented for the Blackpool Victoria Hospital, Clifton Hospital and Fleetwood Hospital, all three in England's northwest coast. The three hospitals form the Blackpool Teaching Hospitals NHS Foundation Trust. The Trust started implementing OpenMaxims in December.

US Defense Think Tank Calls for DoD to Adopt the Open Source VistA EHR and Avoid Closed and Proprietary EHRs.

One of the most prestigious U.S. defense think tanks, the Center for a New American Security (CNAS), issued a white paper Thursday calling on the Department of Defense (DoD) to replace their existing dysfunctional “vendor-lock” medical records system with an electronic health records system (EHR) that is "extensible, flexible and easy to safely modify and upgrade as technology improves and interoperability demands evolve." The white paper warns that a "closed and proprietary" commercial EHR - such as the ones offered by Epic, Cerner or Allscripts - will lead to "vendor-lock” and isolation of health data. Read More »

VA Clinical Scheduling Contest Winners Announced

The VA just announced the three winners of their innovative Medical Appointment Scheduling Contest. The winners are, in first place, Health eTime by MedRed, LLC, in second place, OH Scheduler by Oroville Hospital, and in third place is the HP Open Community Team Submission which was put together by a team of open source developers led by HP.
