SAHMSA Contributes Open Source Code for Omnibus Care Plan to OSEHRA
The Open Source Electronic Health Record Alliance (OSEHRA), a nonprofit membership organization dedicated to accelerating innovation through open source strategy, is pleased to welcome a major code contribution from the Department of Health and Human Services (HHS) Substance Abuse and Mental Health Service Agency (SAMHSA). The complete Omnibus Care Plan (OCP) Fast Healthcare Interoperability Resources (FHIR) and SMART on FHIR Infrastructure, including the Care Coordination and Consent Management code package, contributed using the Apache License Version 2.0, has been delivered to OSEHRA and is now available for the healthcare community.

Sorry VistA, DoD's health record won't be open source
The Defense Department's next electronic health record will not be based on the open source architecture that supports the Veterans Affairs Department's EHR. A change to the Defense Healthcare Management System Modernization solicitation narrowed down the field of contractors vying for the $11 billion program – eliminating the only proposed solution built on the Veterans Health Information Systems and Technology Architecture, or VistA.

Former VA CIO Roger Baker said VistA is the only EHR designed by doctors, not technologists. "That is the real power of VistA, and it remains the real power of VistA," he added. The system, rooted in 1970s code, is designed to assist doctors in their daily work. Providers at the various VA medical facilities nationwide customize it for their specific needs.

Workshop Lays Out Strategy for Common VistA Code Base
Who Says a Common VistA Code Base is Unattainable? Certainly not the Open Source Electronic Health Record Alliance (OSEHRA), nor 27 principal developers of VistA who participated in the first OSEHRA Code Alignment Workshop held in Oakland, California, last week. An unprecedented effort, the workshop brought together government and private organizations dedicated to open source solutions for the challenges facing healthcare. Its primary objective was to facilitate rapid innovation for the Veterans Health Information Systems and Technology Architecture (VistA), the electronic health record (EHR) software used by Veterans Health Administration (VHA) facilities as well as hundreds of medical centers in the U.S. and abroad, totaling approximately 2,500 facilities worldwide. 33rd VistA Community Meeting
The VistA community will be gathering at George Mason University (GMU) for the 33 VistA Community Meeting (VCM). Major topics of discussion at this conference will be the advances made by the U.S. Department of Veterans Affairs in incorporating open source contributions to VistA and well as collaborating with the VistA community. Representatives from the Kingdom of Jordan will provide details of their national VistA deployment. There will also be presentations on new capabilities for VistA, the enterprise Health Management Platform (eHMP), a new release of DSS Inc's vxVistA, and improvements to several toolsets including EWD, VistA js, and RxNorm.

This year’s three-day Summit will highlight open source initiatives across Federal and State agencies, and the increasing level of public-private partnership in major programs. It will also explore emerging hybrid proprietary/open source efforts such as the U.S. Department of Veterans Affairs' Electronic Health Record Modernization (EHRM) and how to optimize open source utilization and community involvement.

The Open Source Electronic Health Record Alliance (OSEHRA) will be holding its 8th Annual Open Source Summit from Tuesday, July 9 through Wednesday, July 10, 2019 at the Bethesda North Marriott Hotel and Conference Center, just north of Washington, D.C. Titled "Open SaaS - Open Source in the Cloud," this year's two-day Summit will showcase leading-edge, open source initiatives and highlight the increasing level of public-private partnership in major programs and agencies. Open source software has become key to both implementation and interoperability as more and more programs opt for cloud-based solutions and software-as-a-service delivery models. This Summit will address ways to optimize open source utilization and community involvement in this new playing field.
